I suspect this is more than a budget issue, with deeper social problems at play. Fast fashion is more appealing than very long-lived (and still affordable) garments because wearing the same clothes for months "is boring". It allows people to soothe a sense of emotional (or psychological) obsolescence. Clothing is somewhat of a flag for the economy of permanent desire. To exist and be more alive, we must buy more.
